Hampshire Hospitals NHS Foundation Trust (HHFT) required a robust, integrated model to support the development of their Strategic Outline Case (SOC) and Outline Business Case (OBC) for their New Hospital Programme (NHP), Hampshire Together: Modernising our Hospitals and Health Services (MoHHS).
Historically, the Trust faced challenges in creating a unified view of workforce, activity, and financial data across multiple scenarios. Achieving this while ensuring strong clinical engagement and alignment with national planning guidance was a key priority. The Trust also wanted a solution that could be fully owned and maintained by its internal teams for long-term sustainability.
IMPOWER applied its proven methodology, previously used across four New Hospital Programme (NHP) Trusts. Key elements included:
- Collaborative governance: A structured framework involving modelling working groups, task & finish groups, and monthly SRO and compliance meetings.
- Integrated modelling: Development of linked demand, capacity, workforce, and finance models using Excel, with scenario flexibility and modular design.
- Stakeholder engagement: Tailored communication strategies, divisional leadership, working with key Trust project teams, and iterative feedback loops to ensure alignment and buy-in.
- Risk mitigation and flexibility: Early identification of risks (e.g., data delays, clinical availability), with proactive planning and escalation routes, working flexibly to adapt to changing national and Trust priorities.
- Sustainability: Skills transfer, 1:1 mentorship, and training to ensure HHFT staff could independently manage and update the model post-project.
IMPOWER was commissioned to deliver a 12-week project to design and implement a dynamic, user-friendly modelling tool. The objectives were to:
- Enable scenario planning and evidence-based decision-making
- Ensure accuracy, adaptability, and compliance with national requirements
- Foster engagement and buy-in from key stakeholders
- Deliver the project on time and within budget, with minimal disruption to core operations
The project needed to be delivered on time, within budget, and with minimal disruption, while ensuring GDPR compliance and long-term sustainability.
The project delivered a validated, user-friendly model aligned with SOC/OBC requirements. Key outcomes included:
- On-time, on-budget delivery with strong clinical and stakeholder engagement.
- High satisfaction with the model’s usability and adaptability.
- A comprehensive handover package, including a model manual and trained internal champions.
- Positive feedback from HHFT and MoHHS teams on IMPOWER’s collaborative, responsive, and expert approach.
This work has given HHFT a sustainable tool to support robust scenario planning, better-informed decision-making, and enhanced confidence in its future hospital planning.
