Evaluating the challenge

GMCSI had a challenge. It needed clear, evidence based guidance on where and how to prioritise and grow its international regulatory consulting offer. As a purpose led organisation operating in complex international markets, they faced several challenges:

  • A fragmented global market for health professional regulation consulting, spanning different regulatory maturity levels, reform contexts and funding models.
  • Limited visibility of demand, buyers and funding routes for practitioner regulation work specifically.
  • The need for robust market sizing and prioritisation to inform its three year business plan, while remaining realistic about donor contraction and geopolitical risk.
  • Tight timescales and a requirement for a desk based, defensible analysis that could support senior decision making and board discussions.
Unlocking the opportunities

IMPOWER translated GMCSI’s growth ambition into a focused, decision oriented market analysis, using our proven go to market methodology and expertise in:

  • International healthcare regulation and clinical governance.
  • Market sizing and prioritisation for mission led public bodies.
  • Revenue and commercial growth strategies for not for profits and social enterprise organisations.
  • Funding and procurement routes across bilateral donors, multilaterals and governments.

We went beyond descriptive research, providing GMCSI with a practical route to market view: not just where demand exists, but how GMCSI could realistically access and win work, aligned to its values and appetite for risk.

Enabling informed decisions

Over a four week period, we delivered a structured, evidence led analysis covering five regions (plus Ireland), anchored in World Health Organisation (WHO) best practice guidance and global datasets.

Key elements included:

  • Regulatory maturity assessment: We assessed countries against core regulatory functions (registration, education standards, fitness to practise, revalidation and operational effectiveness), drawing on WHO Health Practitioner Regulation guidance.
  • Reform appetite analysis: We identified countries with active or emerging reform windows (legislative change, regulator restructuring, UHC programmes, donor funded workforce reform).
  • Funding and buyer segmentation: Countries were grouped into self funded, mixed, and donor funded markets, with a clear assessment of likely buyers (ministries, regulators, councils) and funders (World Bank, WHO, bilateral donors).
  • Market sizing (TAM) and prioritisation: We calculated GMCSI’s Total Addressable Market for practitioner regulation consulting, distinguishing donor funded and self funded demand, and transparently setting out assumptions and ranges.
  • Actionable outputs: Findings were synthesised into a board ready executive summary, ranked country priorities, and clear implications for GMCSI’s growth ambition, operating model and risk governance.
