Ruth Luscombe

Ruth has nearly 20 years’ experience in public service transformation, spanning senior leadership roles in consulting and local government. She has experience leading major change across four London boroughs, Peabody Housing Association, and a range of local authorities nationwide – helping to tackle financial pressures and improve outcomes for people and places. Most recently, Ruth worked as a Director with Inner Circle Consulting on organisation-wide transformation and neighbourhood-based prevention. Previously, as Assistant Director at Stevenage Borough Council, she led Digital, ICT, Customer Services, and Transformation through the Covid pandemic. She started her career as part of the national graduate development programme (NGDP) in Hackney Council, an experience which shaped her commitment to supporting public services.
