Complex transformation is a long game, and confidence matters

In February, IMPOWER and CIPFA brought together senior leaders from local government, finance and the NHS to explore a pressing question: what does it really take to deliver transformation in increasingly complex public sector systems?

The discussion’s write-up, which can be found here, reinforced a theme that many leaders will recognise – successful transformation is rarely about finding a perfect plan. It’s about building the confidence and capability to navigate complexity.

That echoes the argument made by Andy Burns in his earlier blog, Embracing complexity: moving beyond planning within year to seizing opportunities to benefit place. Rather than trying to simplify complex challenges into linear programmes of work, public services need to embrace uncertainty, think across organisational boundaries and focus on long-term outcomes.

The roundtable highlighted several conditions that help make this possible. Participants spoke about recognising that organisations contain multiple cultures rather than a single shared culture, involving frontline teams from the outset, creating safe spaces for honest conversations about change, and ensuring finance functions act as enablers of innovation rather than barriers to it. Above all, leaders emphasised the need to hold their nerve through uncertainty and maintain a focus on long-term outcomes, even when short-term pressures demand immediate answers.

Perhaps most striking was the consistent message that transformation succeeds when it is rooted in shared purpose. When finance teams, operational leaders and frontline staff are aligned around outcomes for citizens rather than narrow organisational targets, the conditions for lasting change begin to emerge. Participants argued that transformation should be woven into business-as-usual planning, not treated as a separate activity operating alongside it.

These themes are becoming increasingly relevant as councils look ahead to multi-year settlements and seek to maximise the opportunities they present. How can organisations balance long-term ambition with immediate financial pressures? What capabilities do leaders need to sustain momentum through uncertainty? And how can finance become a genuine partner in driving change?
