What if AI could help councils to deliver more meaningful support?

We’ve been supporting a county council to deliver on their ambition by using analytics to prevent the needs of residents escalating, and exploring how to use generative AI to enhance the technical solution.
The council’s adult social care teams record hundreds of thousands of case notes every year. Buried within them is a huge amount of insight about people’s needs, strengths, risks and experiences. But until recently, that insight was only accessible through time-consuming manual review.
Working with the council, we built a text analytics tool to extract themes at scale using Natural Language Processing. Then we tested whether generative AI could take this further: summarising cases, identifying action gaps, and suggesting proportionate next steps. Here’s an example of how AI has evaluated the actions found in an individual’s case notes and suggested refinements:

The early results were promising. AI-generated summaries provided richer context, faster. They highlighted where support was working, where actions were missing, and where early intervention might help someone stay more independent. All of this happened in minutes, not hours, giving practitioners more space to focus on what matters most.
Crucially, this isn’t about replacing professional judgement. It’s about strengthening it. The test showed how AI can support better conversations, better decisions, and better outcomes through a hands-on dashboard that can be updated on a regular basis.
The council now has a clear roadmap for building this capability in a safe and responsible way, from automated data flows to refined, locally tailored prompts.
