We’re proud to nominate Kelly Henry, Head of Service for Good Care Provision, Safeguarding and Business Support at Dorset Council, as one of our IMPOWER Heroes of 2025.

With over 20 years’ experience in children’s services, Kelly is an exceptional leader who combines vision, empathy and determination to deliver lasting change. Since Dorset Council began working with IMPOWER in May 2025, her drive, pace and partnership have been at the heart of the incredible impact we’ve achieved together.

Kelly has led teams across commissioning, brokerage, social care and business support through complex challenges; introducing innovative approaches like Valuing Care, while ensuring staff wellbeing remains a top priority. Her leadership is already helping Dorset find homes that better meet the needs of more than 40 children in care.

Kelly brings intelligence, integrity, humour and humanity to everything she does. She leads with purpose, puts children first, and inspires everyone around her.

A true changemaker — and a shining example of what it means to be an IMPOWER Hero.
