Sheila is an exceptional manager and a true change champion. She demonstrates commitment, dedication, and professional knowledge, always striving to strengthen services and improve outcomes for staff and the people who access support in the local area. Leading by example, she brings integrity, compassion and a calm, solution-focused approach to every challenge.

This was especially evident during Salford’s adult social care reviews trial. Sheila had a thoughtful, strengths-based approach that inspired neighbourhood social workers and community assessment officers to test new ways of delivering reviews that promote independence. She created a safe, reflective environment where staff felt confident to try new tools, focus on what matters most to individuals, and learn together openly. Sheila actively removed barriers, shared her experience, and guided the team through this new approach with encouragement. Her commitment ensured learning was captured effectively and fed back into the wider service, shaping practice across Salford.

Additionally, Sheila has been a key contributor to broader improvement work. She has been a valued member of multiple working groups, bringing people together, fostering collaboration, and adding significant value at workshops and team away days. Her inclusive leadership and dedication to continuous improvement make her an outstanding role model and one of IMPOWER’s Heroes of 2025.
